Hiding Junction Boxes

I’ve always heard that you should not bury a junction box. Why? I need to up date a ceiling that has 2 lights in it and I’d like to close the ceiling boxes with a juction box and a cover plate and then screw to the nearest joist. And, then cover with dry wall. I’d then put in a bunch of recessed lights.

Any thoughts?
