I have to knock a hole in a foundation/basement wall for a power venter. The size of the hole is about 7″ square and will be in a wall with a brick veneer on the outside and a tile block about 11 3/4″ L x 5″ H X ?”W on the inside. I would like to make the top of the hole as close to the sill plate as possible. Should I drop down one row of brick on the outside to start the hole? Also would appreciate any tips on cutting this hole, I haven’t had much luck in the past.

For cutting threw the brick veneer, I use a air chisel, makes neat work of it without cracking all the surrounding brick & mortar.

If you don't have any good reference points, I would drill a hole in the center of the layout, as straight and level as humanely possible, strap a torpedo level to the drill if you have to. Measure the corners off that center. Drill the corners from each way, a little angle to the outside of the hole. Score as deep as I could with diamond wheel in my grinder. Remove a pc from the center of the layout, break everything to the center. What I remember of that tile block, Hard.

I myself would use a hammer drill with a long skinny bit like a 7/16 and keep drilling in a circle pattern. Then knock the plug out.
Thanks for the tips on cutting but what about the integrity of the hole in relationship to its location near the sill plate?
Unless there's a serious point load right above that 7" hole, no problem. You could go to either side of a joist if you're concerned.

Taking out the top 7" of the block under that sill location shouldn't be a problem, again assuming no concentrated point load.
