Due to the lay of the land, it appears that the house I will be building will have a pier and beam construction, and on one end of the house, there will be somewhere around 7 or 8 foot of head room in the crawl space.
The crawl space will not be vented, and will be part of the conditioned space. With that kind of head room, I plan on a full size door for the entrance.
Would it make sense to pour a small slab and install the electric water heater in that space?
I’m also thinking that it will be a good spot to hang the central vacuum system.
Crazy ideas? Not permitted by code?

Probably just fine, but the region you'll be using might better be termed a basement than a crawl space. Having part basement and part crawl space is done all the time.

I have done exactly what you are proposing, even hung the furnace in the space. Worked out great, easy access for all maintenance . Mine was gas heated application so we provided combustion air to code in a small room we framed for the appliances.
