I’m in the process of removing what I beleive is a linoleum floor tile in my basement,which is a slab on grade.Some tiles come up with no problem,probably due to moisture at some point because I noticed a musty smell and a white,powdery residue on the concrete.My problem is that I would like to paint the floor ,but can’t remove the black(asphalt-based??)glue adhered to the concrete even after heavy scraping.How do I remove the glue?Is there a coating I could apply to neutralize the glue to accept paint?Should I use oil or latex?There doesn’t seem to be current moisture(performed the plastic sheet test)but how do I protect the floor from the possability of future moisture.What’s best oil,latex or…?Anything to steer me in the right direction will be greatfully appreciated.Thanks.

Use a search for asbestos and you will find a discussion about "removing 40 year old glue". Typically black glue prior to 1960's contained asbestos.
