How soon may the sill go on, and the rest of the framing, after foundation walls are poured, 3k strength, with rebar, in an intermittent drizzle, temps averaging 40 to 60 F?

I'd give it a day or two to start curing and let the foundation subs strip the forms and clear away their mess before you get started.
*You may want to try to get your foundaton man to leave the forms on for as long as possible. That said, it's mighty tough to convince a man to tie up his work so you can get a better cure, so talk to him, ask what he typically does on the weekends. See if you can be the friday or saturday pour and he not come back to stip the forms until monday am. Keep the crete damp as able to ensure your best cure.I agree with kcoyner, a few days is enough. Also, try not to backfill all at once, and wait at least until the first platform is on. Every little bit helps.
