i have an 1845 home in Boston with a field stone/granite foundation and dirt floors. The basement never gets water but gets very humid/ mildewy in the summer. if i put down a layer of 6 mil poly with 1 in rigid foam over that and then 2×4 sleepers, could i put OSB on top of that for flooring? Is the rigid foam necessary? How far up the wall should i run the vapor barrier?

My advice would be to put in an assembly that didn't have wood and wood based products as these do very poorly in moist environments. Most basements have a concrete slab for this reason. Poured on a well sealed poly vb on several inches of clear crushed gravel, you should notice a marked decrease in the humidity.
