I’ve got a small 2nd floor bathroom with a 5’ run of HW baseboard heat. Problem is that the only available location is adjacent to the toilet. Is it a stupid idea to remove the copper pipe and fins and relocate it to under the floor between the floor joists?

If you were to do that you may want to think about stapling radiant heat tubes to the subfloor between the joists.
Another option is to mount a heated towel rack on the wall.
Warm towels and heat all in one...buic
