I was on the parade of homes yesterday & checked out joist all 20 were I’s. All most all had sound & entertainment wireing 3/4-1inch holes drilled right on the top edge of the bottom 2x. Also some of the electrical & soft material water an radient runs were in the same location. I was told it was a local building code issue and had been approved. I was under the impression the location of holes were to be well up away from the 2x’s?

Holes in the middle of the web.
But that's trumped by "we always do it this way".

Most I-joists have pre-stamped knock-outs so the holes end up in the right place.
All "I's" have specs attached for proper placement of holes and any other cuts. I have never seen anything supporting that such holes can be near, and certainly not in, the top or bottom flanges.
Remember that guy, back in high school, sat in the back row, threw some spitballs, fell asleep in class? Remember him?
I think he's your local building inspector! Everybody's gotta end up somewhere.
In our city that guy became a sheriff deputy or a cop.

The GP I-joist installation guide says:
"Holes not gfreater than 1.5" in diameter can be placed anywhere in the web"
Holes that are 2" or larger have more rules about where they can be. And the 1.5" or smaller holes are supposed to be 2" apart.
I think that's pretty typical of all the I-joists guides I've seen.
