Need more info. Location & weather? How high off the ground? Underpinned? (will air blow under?). What's the span and OC on the 2x6s? Not very far, I hope.
I'd be tempted to try slicing 2" foam into 14-1/4" wide strips; and GreatStuffing three slices into each joist bay from underneath; and GreatStuffing the edge cracks. Any kind of batt is just gonna' be rodent haven, even with hardware cloth covering the bottom - you'd have the plywood the bottom, and it might be pretty damp for that.
I dug my shop into a bank to bury the bottom a couple of feet on three sides; uses the earth as a moderator.

Keep the shop off the ground (underpinned) insulate the walls and ceiling, buy insulated windows and use a thermostat controlled gable fan to auto blow the hot air out. I like the bury into the bank idea, ground is a great insulator, in this situation "cracker" style construction (air flow) will provide the best heat resistance.
