I’m working with a guy remodeling a bath (among other things). HO said they wanted a whirlpool type tub, said the guy at Lowe’s said it could be plugged into any circuit. The guy I work for thought he’d better check and found out it had to be a 15 amp. circuit and those in the bathroom weren’t. So, we run a new 12 gage wire most of the length of the house, tearing out a piece of the new drywall we just put up in the dining room in the process, put in a new 15 amp breaker amd receptacle at the other end. Just got done and in walks the HO–his opening line is, “We’re not so sure we’re going with a whirlpool after all. Don’t think we’d really use it much.” I said, “Well, we just finished running the circuitry for it, so…” They decided they probably would get a whirlpool then. (In meantime, boss starts drywalling new bath after I left last night, only to realize he forgot to run a supply for the toilet!)
It’s been an interesting job so far. Went from a 2-story 12×24 foot addition (when I first talked with HO) to a 10x 20′ single story addition and moving bath into bedroom (after “boss talked with them), to no addition (the addition downstairs was for the new family room and expanded dining room the wife absolutely had to have, but now doesn’t want), expanding bath into bedroom, adding two walk-in closets, remodeling master bath and removing a closet, and building new bedroom in basement. Have changed layout of bath three times. last one is pretty good plan.

BTW, if can be connected to a 15/120 supply then it can be connected to a 20amp/120 supply.
I suspect that the requirement was for a dedicated circuit.
I think you're right that it had to be a dedicated circuit. The guy I work with mentioned that once, then just said the other circuits weren't 15--I assumed they were less, but had thought modern circuits were usually 20. But I know very little about wiring and such.
