What is the accepted practice in the industry for installing brick on homes? Is the use of flashing and weep holes for moisture to exit exterior brick walls being practiced? Should it be installed above all openings and at the base of the wall? I know it was being done in the houston area approximately five years ago. What are the benefits?

Yes, it is. The reason is the water goes back out, not on in. Polyethylene tubes, wick cords, mortar net, etc. all good products.
