   The standard rough in dimension is 12-1/2" from rough framing to center of the floor flange I usually rough mine in at 13" to center to allow for tile behind the toilet not always done but the extra 1/2" does not hurt. Minimum to a side wall would be 15-1/2" to framing, but 18" is nicer.

   Just want to emphasize that you need to know how thick the wall covering will be and add that to the proper rough in number.  For example,  if you plan to tile the wall directly behind the toilet you need to add the thickness of the cement backer board, thinset and tile.  Add that to 12" ( which is the rough in for most toilets) and add another 1/4" for good measure.  Check the installation instructions that came with your toilet for proper rough in.  "One measurement is worth a thousand expert opinions"

   kc is right about the standard dimensions but some (especially high end models) vary.
