I am planning on pulling up a mexican paver floor and installing hard wood. I am comtemplating installing radiant heat at the same time. I have circulating water system now. Is this practical in only part of a house and what is the approximate cost per square foot to install — assuming I have the proper heating device now.

Bill: check out archives, also radiant-tech.com. You can mix radiant floor heat with convection baseboard heat.
*Bill-It would be impossible to even approximate a price without some more specifics. A smaller sq. footage will be higher per sf. due to the fact that you are still going to have to buy the tubing, controls, etc. Also you should do a heat loss survey to determine how much tubing you need and what size/spacing to use. Installation method will also have an effect on the price.
