I want to floor a portion of my attic so I can use it for misc. household storage. I want to insulate under the flooring so I will retain the recommended R-38 value but the ceiling joist depth is not sufficient to use fiberglass batts, etc.
Is there any reason that I can not use a foam board made of polyisocyanurate material under the plywood flooring to get the R-38 value I need?

take up the attic flooring and cross the joists with whatever you need to get the depth you want...
say you have 2x6 attic joists .. cross them with 2x6 and now you have a 12 inch floor system.. insulate to suit

If it is a trussed roof system please check out the loading specs before adding more materials. Then ask how much storage weight will be okay!
No matter trussed or stick framed when you begin to load an attic with junque check out the spans and joist size for possible problems with added weight.
