I’m building my own house in a couple of months. i am wondering if there is any difference or advantage/disadvantage to putting the insulation in the rafter space or on top of the ceiling board?
and how important is it to vent from soffit to ridge if i don’t have snow and ice to worry about?
help!

Yes, yes, & it's not. You might consider using the Search button to do a little research on these subjects. Both are covered extensively with varying degrees of rancor on an almost monthly basis. Joe H
*tried the search function and didn't find anything helpful, could anyone answer my question's?
*1. Only insulate what you need. Do you have duct work in the attic?2. Very. All you need is a sufficient temp differential for moisture to condense on the roof sheathing.I had an outbuilding in SW PA which had significant condensation at night in the summer! It had a very wet corner (spring?) so there was a lot of mositure in the air. It would get hot during the day, "super-saturate" the air with humidity, and when the roof cooled at night, it would "rain" off of the roofing nails sticking through into the interior!BTW, last I heard the search function was screwed up here at Breaktime.

*Bob,Where in SW PA were you located? I used to live near Washington.MD
*Agreed the Search function is a bit primitive. But there really is a lot of info there on this subject. We frequently let our biases show on this subject.Mine is to keep the conditioned space volume as small as feasible. Less volume means less btu's needed to heat/cool the thing. That means insulating and sealing the walls, ceiling and floor. Then to make sure the roof cavity is very well ventilated. Unless the design of your house prevents a cold roof this is the only thing that makes sense to me.
