Whole house ICF or just the foundation with wood framing on top?

Entire house is ICF.
Use a copper flashing with an adhesive backing on it. There is also a product like ice shield that is made for brick flashing. Generally any flashing is tucked behind the house wrap or felt paper. If no wrap or felt, then use flashing tape to seal the top edge of the flashing to the ICF foam. Or, cut a riglet in the foam , tuck the flashing and seal with a urethane caulk.
From your other threads, it sounds like you are beyond needing this advice.
Is this an owner built home, or do you have a GC?
