I am going to club a basement in a new home. There is existing insulation nailed to the concrete walls. It has a foil facing and I am not sure what the R-value is. Can this insulation be utilized? Do I need additional insulation and if so, should it be faced? Like a lot of you, I worry about moisture and mold. Thanks for your help.

Does "club" mean you're going to finish it?
If the existing insulation is foil-faced (vapor barrier), any insulation you add to it must be unfaced (no vapor barrier) - otherwise you are creating a cavity that moisture can't escape from.
Any more details for us? what type of insulation is nailed to the wall? I will assume rigid foam of some sort?
How are you planning to put up the walls? furring strips? studs?
Will the basement be tied into the existing HVAC system?
