My 1920’s house of lathe & plaster has a flat roof. Any suggestions for insulating since my heating bill is going through the ceiling?!

Build up the roof with foam insulation and and reroof...
or tear out the cieling and insulate the bays...

sorry to get back so late. The height of the rooms are 8ft. with just the lath & plaster.
Rip the cieling down and insulate the cavity....
