Insulation in ceiling to block noise – install high or low?

I am installing bat insulation in a downstairs bedroom ceiling to block noise from the floor above. Should the insulation go up high next to the underside of the floor or down low flush with the bottom of the ceiling joints?

Not sure if it would make a noticeable difference. Insulation TYPE might be more important. What are you using? They make insulation specifically for this purpose. If you are going to install a new ceiling, a better bet is to install hat channels and two layers of drywall (in addition to the insulation). The hat channels and drywall decouple the materials between the two spaces and add mass that is a good dampener of sound.
Put it up high in contact with the floor above.
Use hat channel on clips and two layers of drywall, with green glue in between.
Another thing you can do is go with a soundproofing sheetrock like this: http://www.quietrock.com/. I've never used it, but it looks promising.
Use Sound Attenuation Mineral Wool Insulation. It is better than fiberglass at cutting down the sound, and is also SUPER fire resistant.
