This should be simple. Situation: Rental concept gone bad, selling a house with a deficient kitchen. Circa 1920. Base cabinets built in place. Wish to extend the sink cabinetry to the right to allow 24 inches for a DW and then end it. New counter top, straight, no turns. Idea is to construct a base end after the DW, 4 or so inches wide for the countertop where nothing had been before. Also going to rip up the floor — origial linoleum with self-stick vinyl over it. DW and I differ. We’re DIY, so we’re going with the Luan and vinyl tile approach. Is it better to do the whole floor and then install that end for the countertop, or put that end in first? Means about a 3/8 to 1/2 difference in height. Would you tile the DW area first, or leave it bare?

If you did the floor first will you have enough room under the counter top for the DW?
If so I'd do the floor first, seams easier to do that and then put the cab. end on.

Do yourself a favor and put the floor down first--skip haveing to cut around the cab and youll get a full piece under the DW, youll be glad if you ever have to take it out not to catch it on the cut edge of floor,
The only down side and it is minor it you may have to scrib the cabinet down to get in plane with the other cab to have the CT lay flat.
unless the cabinet is allready shorter than the space avalilble typo 34 and a half. then install the cab and put down some base shoe and your golden.

I'll differ from the other post.
Since you are putting in vinyl tile, the cuts are straight forward. You are selling the place, so by placing the tile after the DW and cabinet, you make it easier for the new homeowner to remove it durring a latter remodel. The DW and cabinet setting on top of tile means they would need to add another layer if underlayment. Removing vinyl tile with a heat gun and scraper is easy and the undeylayment can be reused.

You dont need a 4" wide cabinet. all you need is a plywood veneer end panel with a stile to match your other cabinets. scribe it to the finished floor and wall.
