I’ve gone through the IRC, but I’m not sure I’ve answered my question. My question is, how much clearance do I need between my cooktop, and two upper cabinets (spice racks) that extend down to the base cabinets? Thanks for your help.

Depends on the type of cooktop. I installed a ceran/halogen cooktop that required 30" clearance above it for wood cabinets. Check the cooktop install directions or call the manufacturer for their recommendations.

Thanks Jimmy for your reply. I have the vertical clearance, so I'm ok there; now, I need to know what the side or horizontal clearance is, because my client wants to install two spice rack cabinets on each side of the cooktop extending from the base cabinets to the uppers. Thanks -- Shan
30" verticle
sideways it is best to have 18" clear countertop. I don't know if there is a requirement for side distance to wall cabs. Typically, you would have 18" from counter top to wall cabs at side of cooktop or range.
As a practicle matter, spices lose their oomph when exposed to sunlight or heat. You might get some good suggestions to this at the cooks talk forums.Excellence is its own reward!
check the manufacturer's recommendation. My Jenn-air says 6" min. Pif is right, spices shouldn't be store in a warm area.

Shan, I just installed a gas cooktop. The installation guide said 2-1/2 " horizontally to wood and 30" vertically. The side cabinets hang down lower than the 30" value so I figure the 2-1/2" horizontally to these is OK. It 'seems' like enough clearence.
