I’m preparing to lay a tile floor in the kitchen, which will be laid over electric radiant heat mats. Obviously, I’ll be laying the tile around the cabinets, but what do people do for the areas under the fridge or gas range? I want to make sure the surfaces under those two appliances are flush with the tile so they can be moved out occasionally.

Lay the tile there too, or a cheaper equivalent of the same height and some day in the future you'll be glad you did.

Why are you not removing the base cabs and laying the tile wall to wall?
That would eliminate any type of future appliance problem because everything would lay in the same plane.
Be sure that your underlayment and subfloor system is adequate for supporting tile or you will have cracked tiles and grout within a year or two.
