I need to build a knee wall to wrap around an L-shaped stairwell. I hate to call the local code guy to find out height requirements in PA. I would like it to be ‘open’ as opposed to a panel wall.
It seems everything I touch opens up another can of worms!

depending where you live - 36" or 42"
typically a railing must be 36" from finished floor
Comercial requires 42" - but some officials are now trying to enforce that height in residences also.
must bew mounted securely enough to with standa lateral force of either 200# or 250#, I forget which

That will help. I'm hoping PA is 36, but 42 wouldn't kill me. After I posted the query, I remembered I have an ally that I can call in the morning....He's been a big help so far.
I'm in MA... we need 'em at 42" to be safe. The way I read the code it tells me 36" is fine, but apparently some inspectors struggle with interpreting the code.... so the rest of us have to just play along. ;)

Once Upon a time I had the 36" VS 42" Battle with an inspector every time. The shop sent out parts for 36" but he insisted it had to be 42"
I found the section that deals with that, Photocopied it, highlighted it, and taped it to every single rail job this clown would come inspect.
After about the 5th time, he let me know he got the point.
No problems after that.
someday they'll be telling us that 48" is the minimum
