I have built a few countertops from scratch, but I have a possible job re-surfacing. The base is sound, so it seems silly to redo the whole thing. Can the new laminate be glued over the old, and if so, how should I prep the surface (old laminate) for the adhesive?

Did this once. Worked great. Used a chemical deglosser, then sanded it to add some extra 'tooth'. In retrospect, the deglosser was probably redundant with the sanding, though it did degloss. Nasty fumes from that stuff.
Pay special attention to prepping the edges.
Yes you can --this topic has been covered many times so a search will give you good results.
sand with 50 grit to break the old surface-you don't have to go thru to the substrate ( the brown kraft layer) just score it
Clean well
glue well --use stickers like blind slats or dowels
roll from center--don't miss any areas
let set up and then do your cut outs and enjoy
