lead paint encapsulants- preference?
anyone have any experience with lead paint encasulants? In particular, the Leadlock systerm vs the Fiberlock (aka Child Guard) stuff? Leadlock is a primer and a topcoat, fiberlock is, I gather, essentially a primer which encapsulates lead paint and then takes any top coat.
In particular I am wondering which works better on a somwhat deteriorated surface. Leadlock claims that its primer seals in flakey paint, stablizing deteriorated surfaces. IS this true? is fiberlock/childguard just as good?

Before using a product I would check with your local municipal or County authority. Difference juristictions have different standards regarding lead paint.
My local juristiction (County Health Dept) would not except any encapsulation. That is until I took them to court and read them the portion of the state law that describes acceptable methods of encapsulation. Better to work with local officials from the begining.

I used child guard in a closet. Seems to work well, but the existing surface was in very good shape.
I had removed all of the paint from the exterior of the house. Only remaining paint was on the exterior surfaces of the window sashes. I covered the windows on the inside of the house with plastic and tape. I'm removing the plastic and scraping and reputting the windows as time allows. Health Dept. was not happy about this solution, but the it meet the state law, so they had to accept it.
Used Fiberlock, but as someone said previously, what was underneath was in very good shape. No encapsulant is appropriate for surfaces that experience friction (doors, door jambs, floors, windows, etc.)
There are ways to safely make a surface more accepting of an encapsulant. The most important points are containment and cleaning.

Personally? I wouldn't encapsulate an unstable lead paint surface without trying to make the surface more stable. But that's just me.
