I built a house 50 feet from the high tide line on the Washington coast.  Building inspector required conventional bird-blocks.  Rain with 70mph wind is common.  Short of enclosing the soffits, any ideas how to keep wind driven rain out?  Like they told me, water does go up-hill there!
