Does it make any sense to put an adhered flashing on the exterior of a ledger board? Or is that just creating a situation where the moisture has nowhere to go if it gets in there?

Its done all the time. Check out Henry blueskin. I beleive its vapor permeable too
Ledger as in for a deck? Most deck ledgers only have either a metal flashing to shed rainwater or you shim them out so there is space for water to pass behnind and they can dry out.
