In am in the process of remodeling a kitchen and re-doing some lighting. A friend who works in the lighting industry came over and laid-out a lighting plan using 4″ cans with MR16 bulbs. The electrican who will be doing the work was somewhat surprised with the choice — he typically uses 4″ cans with line voltage and PAR20 bulbs. What are the advantages and disadvantages of each option? My ceilings are all 8′.

no doubt there are arguments for either, but in my experience whatever is the hot,trendy design item gets specified, regardless of any qualitative difference....
I have used both in kitchen applications. The main difference IMO is that if you want to focus the light in a direction other than straight down. With the line voltage Par20 you have to use a eyeball trim that protrudes from the ceiling. With the MR16 the trim has internal gimbals so that nothing protrudes. IMO the light from a MR16 is closer to natural light than that from a Par20.
