I am finishing my basement for kids to use as a playroom. I am almost done with wall framing and have a question regarding the ceiling. It will be drywall finish ceiling with a couple of access panels.
I need to lower part of the ceiling by about 3 inches to avoid pipes, etc. I was thinking of attaching 2×4’s to the floor joists which will give me the clearance I need. What is the best way to attach the 2×4’s??? Screws, nail, etc. Also, are the any special connectors – like Strong-Tie. If so, what is the product Id. Thanks in advance.

I would screw steel studs to the joists. Good way to level the new ceiling, and you get some sound control benefits from the resiliency of the steel. Also, using lightweight material makes the job very easy.
Consider using 5/8" fire code drywall for the ceiling. You'll get a good firestop, and 5/8 board will further decrease sound transmission between floors.
And by all means, rent a panel lift for the job.
There's no shock load here -- you just want to keep the 2x4s from creeping downward under the weight of the rock. Assuming you're placing the 2x4s vertical, parallel to the existing joists, probably toenailing with 10d commons will suffice, though it would be tempting to toe-screw with DW screws. If you're going at right angles to the joists then you can use 16d at about 45 degrees (two at each crossing), which would be much better, and will hold while the rest of the house falls down.
Certainly no harm in using some sort of metal strap, but certainly not necessary.
Be sure to shim between the joists and 2x4s as needed -- might as well make the section as flat as possible.
