Most big suppliers will cut it, roll it, bend it, or do anything else you want. Naturally, they charge for all of these services. Some have a big minimum order amount. Try a large machine shop in your area. For that matter, try a small machine shop. They might need the work and be easier to deal with.
Yeah, we have a place here with a multiaxis plasma cutter, pretty cool outfit. For plate like that they have a 20 ton shear or something gihugeic like that...smack a button and it 's cut like paper.

Even the big suppliers around here will cut it for you with a smile on their face. I've bought some pretty small orders - $30-$40 at a time.

Same here. I usually order steel thru my lumberyard because they get good prices from the supplier and they truck the material right to me. Everything comes cut to size, drilled per my specs, etc.
Not long ago had my first chance to observe a guy running an ironworker. He used it to cut some small pieces of 1/4" plate for me. Snaps it just like nothing, perfectly clean.
