We just noticed some peeling textured paint on our unvented bathroom’s ceiling. After scraping a small area, found that there seems to be mildew on the old plaster. Does the plaster have to be removed or can we use bleach to take out the mildew before repainting?
The bathroom needs a vent, but we need to deal with the mildew first. Any comments or suggestions are welcome. Thank you.

No Alice, you need to install the vent first.
Always hit the source first and the repairs second. Otherwise the repairs follow repairs follow repairs follow repairs etc.

OK, we'll start with the vent. But, do we have to remove the mildewed plaster, or will bleach get rid of it so we can re-paint?

A dilute bleach solution will kill the mildew, but it'll return if the moisture isn't controlled. You can use primer and paint with a mildewcide already added to it, like Zinsser Perma-White, or you can add your own. Mildewcide additives, like Zinsser ADD-2, are available at any paint store.
