Last year I applied the new formulation of the clear Termin-8, the now water based Copper Napthalate wood preservative.
This coating seems to stay more on the surface now instead of sinking into the wood, and it still stinks and is tacky like the day I applied it. When i called Jasco, they told me to scrub the surface with mineral spirits.
This structure will be put up at the end of this month (Sukkot), I have to know how long it takes for the smell of mineral spirits to go away. I’d hate to do all that work and just replace one foul oder with another.

Try a spot with "odorless" paint thinner, rather than mineral spirits. (It's nowhere near odorless, but it's a little better than mineral spirits.)

There are "odorless" mineral spirits available, which you can still smell at application (probably to keep you from succombing to the vapors) but which seem gone in about a day. I would treat their rags and other remnants the same as any that could have spontanious combustion.
Mineral spirits will take about half a day to evaporate away if it is open to the air.
Good ventilation is necessary to take the fumes away if it is indoors.
So it sounds like even with the worst case (this is all outdoor) the smell will only be there a day. Thanks guys!

Did you pachage this thing up and put it away before it had dried hard?

There has been tarp wrapping it up for the past 11 months, so I don't know exactly how hard the finish is at the moment. Anything I should know?

Well, if it was wrapped before it cured hard, the process was slowed way own, so dust and other airborne impurities could be affeccting how dry it can get. If it is still off gassing an odor, it must not be all cured yet. If it is tacky stil, impurities could now make it difficult for it to ever cure hard.If the mineral spirits don't clean it up in a da or two i would wipe it with acetone after trying a small spot first.

Listen to what Jasco is trying to tell you.
Since the ridiculous California environmental laws have neutered their product, and it seems like you would like it to actually work, they need you to apply the mineral spirits (the Volitile Organic Content/VOC) they can't put in the product anymore, to activate and draw the copper napthanate into the wood fibers. So the product, um, works.
