I am tearing out paneling on an outside wall (moldy near the floor), moldy wallpapered drywall, and rubber-backed carpeting to eliminate remnant mold in an otherwise-dry basement. Plan is to start over, after thoroughly treating affected areas with 10% bleach/water. My question has to do with assuring that the new outside wall will remain mold-free. This time I plan to insulate and put in drywall on 2×4’s instead of wood panelling over furring strips. How to treat the block wall? Paint with block-sealing paint + fungcide additive? Plastic sheet behind the studs? Should I do something to the floor before new carpeting is laid? The house is basically high & dry, but we live in the woods and humidity is always a problem in the summer.
Then too, would it be better to just forget the insulation, studs and wallboard and go for merely painted block?

Charlie,
Go to http://www.buildingscience.com
and look for their paper on basement insulation systems. This should tell you everything you need to know.
