It's an outlet designed for remote control, probably using an "X-10" system. The little dials create the address that the remote uses to control that particular outlet...
Hey, Paul thanks for the heads-up. Very interesting. It is in a client's kitchen, on the backsplash adjacent to their oven. Perhaps for a coffee pot or something in the past?

I bet that's exactly right. I believe the website is http://www.X10.com lot's of interesting stuff, their big thing now is micro cameras...
