natural grade to mudsill height requirement
Our building department requires 8″ between natural grade and the bottom of the mudsill in order to prevent rot, termites, and water infiltration.
Is there a maximum height below the stucco screed that I can have concrete flatwork? I assume that if its concrete it does not have to still be 8″ below the mudsill, or there would be a step at every door. For that matter, if the building is surrounded by concrete flatwork, does any of it have to still be 8″ above natural grade so long as it is sloped to drain water away from the building?

You're right ... a step at every door would be normal. But concrete is not 'natural grade', so I don't think there is a requirement. As you said it needs to slope away from the house. Others may jump in with more information/points of view. I poured a patio just an inch below my French door threshold.
