I’m renevating an old rowhouse and have a very rough basement floor to work with. I would like to find a good, but economical way to smooth out and level up the basement floor. The existing floor is a combination of laid brick and concrete. There’s a low ceiling, so I would like to avoid anything that raises the floor up much. Does anyone know of a good way to fill out the unevenness? Overall the ups and downs of the floor are probably +/- 1″. All I can come up with is a layer of concrete. This is a basement that will be used for storage, so looks aren’t particularly important.

First test the floor for moisture. Lay down a pice of poly and cover it with a rug or something. Come down and check it the next day. If it's wet, you'll need a vapor barrier.
If its not wet then, it may be wet at a different time of the year. If you store things i a damp basement, they'll suffer.
Next you have to lay a minimum of two inches of concrete, floor mix, say 3/8" stone, have a cement mason do it.
OR, pour 1"- 1.5" of gypcrete, (your existing is + / - 1")
Either way, you should get a vapor barrier down first and that will use some more of your height. Perhaps pour the floor and then coat it with Thoro Seal for a vapor barrier.
Have fun ! But if your looking for more work, excavate and then pour.
