I recently bought a 4 year old spec home with really ugly vinyl sheet flooring. It’s attached soundly, almost no texture, and thin. Can I forego ripping it out and install new sheet vinyl over it?

If you glue the new stuff down, "almost no texture" is not the same as flat. Without filler, the pattern from the old floor will show through.

You can do a quick skim coat of floor leveler on it if there is any doubt that the pattern will show through.

The vinyl is so cheap there isn't enough thickness for it to have enough embossing to show through. I would say the depth of the texture is only about 0.015 inches deep.
If the roads are clear tomorrow night after tomorrow morning's freezing rain and ice, I'll go shopping.
Scuff sand it first if it has a glossy surface to help give the adhesive some tooth.
I never met a tool I didn't like!
