OK I know this has been around many times, but my memory is short. Here in Ft. Worth Tex. the 2003 IRC is still being used which requires attic venting in all cases. I understand that a more current edition of the IRC has made an exception for vaulted ceilings when the rafter space is totally filled with foam insulation. Would someone please let me know the edition and paragraph concerning this. It seems asinine that one has to use at least a 2×10 rafter to get the proper insulation and vent space when a 2×6 is all that is required structurally. Thanks.

If you haven't had any inspections yet, I highly recommend that you go with North Texas Inspection service. They perform the inspections, your cost is the same, and they really go out of their way to make things work.
Paul. Thanks for the reply. Just at the beginning of the design process. Was trying to get this resolved before it became a problem. I was hoping that someone could give me the ammunition (edition/paragraph) to do battle with the city if it was available in later editions of the IRC. I thought it had been approved sometime since the 2003 edition. Guess I was wrong. I had rather fight the battle before the construction reaches the point of inspection.
Were you suggesting that by using a third party for plan check that they might approve no vent attic or take your chances with a friendly third party inspector? Just had a thought. I suspect that the people that do foam insulation should know what the situation is. I will try them tomorrow.
By the way, I am not doing the construction. I have had a design/build firm for about 35 years, but just design now. Too old to fight the construction problems. You have to get up to early. The profile list on this site does not offer this choice, so I just used construction as occupation/business.

Yeah, Tarrant Co & FW were generally easier to cope with than the, er, ah, pleasant, knowledgable, kindly, employees over to City of Dallas Permits & Inspections--still tough sledding.
What's the scope of work? Is this a remodel, or all new construction?
I guess the next most important question is who is filling out the ResCheck energy form? Sometimes, if you have somebody with an ink stamp to say so, and will also "chop" the ResCheck, you can get things approved that might not otherwise. Sometimes.
Contact your insulation sub, they should have all the info you need.
