Just got back from visiting a friend in ca. His house and direct fired, natural gas hot water heater are both 7 years old. Shower temp runs from warm to hot depending on time of day. Sounds to me like a therosat problem but his plumber says he needs a whole new tank . anybody have any thoughts. He does have a constant hot water circ system hooked up ,but i can;t see how that would affect any thing

They do get some pretty hard water out there on the shakey side. Many have softeners on the city lines.
The water in the so cal area isn't hard. At least not in the LA area. It comes from up north via an aquaduct. The water is from snow melt. Great water.

The stuff I used to get from the Capistrano district would yellow your t shirts in one wash.
I know where one capistrano is down on the coast below LA. Maybe they are on wells. Do you know the history behind the water in LA. Interesting stuff.
That's the one. They are to an extent. No I don't...
Slight chance it's a bad dip tube or crossed hot/cold connections.
An improperly installed or bad check vavle (seperate or built into the pump) can cause this.
The pump circulates water from the hot discharge on the tank back through to the cold water inlet or the drain at the bottom of the tank, which is the coldest point.
If the system is not working correctly it will allow cold water to flow backwards into the faucets.
I knew one guy that had this problem and the pump was installed backwards.
