I had a small faucet leak in a vacant house which kept the concrete slab under the kitchen cabinets damp for about 3 months. Now I have a terrible mouldy smell coming from under the cabinets. I have perhaps 2″ of access space at the bottoms of the cabinets. Does anyone know how I can get rid of the smell without removing the cabinets?

Be aware that mold has become a hot topic in the last year or so with lots of litigation and threatened litigation etc.
You should be sure to deal with the problem: elimnate the moisture source and clean the existing mold, and not just cover it up.
