One hour fire rating for entire house?

The San Francisco Building Department is asking me to upgrade an entire 3 unit 1920s wood frame and plaster building to a one hour fire rating. How could this be done short of adding gyp. board to every surface?
This requirement is in addition to sprinklers at all levels!
Any advice??
