Only 1 1/2′ height for floor insulation

I have a 3/4″ plywood workshop floor. The ply sits on 2×4 sleepers on edge on a concrete slab. Is it possible to insulate the floor above the ply? I only have
1 1/2″ height available.(Doors need clearance). Any other ways to do it?
