Anyway: if I wanted to construct a small, insulated out-building, does it make any sense to grab some EPS and OSB and glue up one’s own SIPs?
I’d want OSB on the inside anyways, and I need insulation anyways. See where I’m going?

I'm sorry but no.. it's been tried a lot and never succesfully.
In addition to the three things mentioned, you need pressure and heat. A way to squeeze and heat the "glue" to fully bond the foam with the OSB.
Successful SIP's have the correct amount of pressure and the right tempurature. plus the "glue" is critical.. Most glues weaken the bond betwee foam and OSB rather than unite. While there appears to be no one way to make SIP's, there does apper to be only a limited number of ways which will work succesfully.
Is there something else that will work for you? I don't know, could you tell me more about your plans? This outbuilding is it fixed in place or does it need to be moble? how durable do you need it?
I was really just curious. When (that is to say, if) I build it, I can frame it normally.

The reason is while I built my house with SIP's I built the foundation with ICF's knowing then what I know now I would have built it all with ICF's
ICF's are superior because they have up to a 4 hour fire rating, they will withstand 200 MPH winds, very durable. They are extremely easy and fast to build with.
