Overhanging roofing shingles beyond edge
I recently had an asphalt roof installed on a garage (all new construction). The roofer installed drip edge, however he made the shingles flush with the drip edge and did not overhang the shingles over and beyond the drip edge. Is this bad…. and if so…. i’ve been thinking of running a small bead of asphalt caulk under the shingles that end each course (so there is a seal created under each ending shingle and the drip edge…. would this be recommended?

I think the shingles overhanging the drip edge is more aesthetic than anything else. If the drip edge is following the sheathing which is following the rafter tails, there's a good chance it aint perfectly straight. The overhang allows for a nice straight starter course.
You could run a bead....but that would be overkill.

I never leave shingles hanging over a drip edge. I don't see any reason to.
Putting sealant at the endge of the shingles/drip edge would only seal in moisture that somehow got under the shingles.
As part of our botched roof job, our roofer put the shingles flush with the end of the drip edge despite the manufacturer requiring an overhang.
As a result rain water now gets behind our gutters and runs down the wall of our house and into some windows wearas before the water that ran off the roof landed in the gutter. We have pretty narrow soffits though so it may not be as big a problem for you.
The sealant you are planing on using isn't going to help that.
