If I use Wood on Wood adhesive veneer or something similar to cover the old plywood frame on our kitchen cabinets, can I then paint it (will match the paint-grade doors) in place without it curling? Or do I have to pre-paint the whole sheet then cut it to fit the existing frame before it is applied?

I'd seal it with oil or shellac based sealer if you are using water based finish. Should be OK to paint afterwards. I take it the plywood is unsuitable for paint?
The previous homeowners had a pet that chewed some areas of the veneer on the cabinet faces so I was thinking the best way to repair that would be to just cover the old plywood with new veneer. And some of the exposed plywood edges are dirty, loose, and have frayed edges from the saw cuts when they were installed. Is there a better way to repair these patches?
You may be able to remove anything loose, and fill in the defects with a filler like bondo, or spackling, sand and paint.
Use Bondo or similar product to rebuild the chewed area, and sand the rough edges smooth with course, medium, then fine sandpaper, using a wood block. The prime any raw wood with Kilz or Bin. Repaint all. That's what I would do.~ Ted W ~
