I have a part gray brick and part cinder block wall along the back of my lot. I would like to “paint” or color this wall so it looks more homogenous. Low maintance would be good (I know don’t paint it then). Maybe some sort of “stucco” skim coat to blend the sections together?

Cinder block, concrete block and brick can all be painted with a good latex paint (100% acrylic). You don't even need primer. Scrape off any loose stuff with a stiff wire brush first.
The only potential issue you might have is if there is moisture behind the paint that needs to escape (such as painting block walls in a basement below grade). Moisture will eventually cause peeling. Since you're talking about the exterior, you shouldn't have this issue.
Try a deck stain also.
