I bought that house that has white pvc window and door frames. They are OK but I would like to update the look of the house by “painting” the frames a dark color. Is that something that can be done?

Yes, but be sure to have a long conversation with the person behind the counter at the paint store.
And note that I did not say the person behind the counter at the paint DEPARTMENT.
Politics is the antithesis of problem solving.
Certain PVCs require a paint with a certain LRV (Light Reflective value) to avoid too much heat build up. I'd check with the window manufacturer. I've used AZEK PVC trim boards and they are pretty specific concerning paint and LRV.
Good advice re: heat build-up also expansion / contraction issues.
Yesterday we went to a Labor Day BBQ at my nephew's home. Went out onto the deck to tend the grill. Deck is on the SW side of the house, so it was in the late afternoon sun. Sliding door onto the deck was really stiff to operate.
White, vinyl door. Asked nephew about the door stiffness - surprised me that he would lack basic lubrication / maintenance. He said if I would come back after 9:00 pm or before 10 am, or in the winter the door would operate easy and smooth. I tried it at about 8:30 and he was right. Expansion tightens it up on a daily basis in the summer.

Never underestimate the value of a sharp pencil or good light.
I just replaced a rotten exterior corner board with some AZEK PVC. I pre-built the corner (butt joint) and put it up as one looooong piece (just under 18 feet). One side faces East and the other faces North. I'm curious to see what the sun does. I painted them with a light color. Time will tell.
