I’ve painted small parts before using rust passivator and a spray can, but the waste in squirting 1/2″ square tubes on 4″ centers is ridiculous for doing the whole fence. Does anybody have a brush on paint they recommend, or any techniques or tricks for this job?

PAHS works. Bury it.
There are rollers that have a curve built into them and there are painting mits--one of those may work for you.
Electrostatic Gun
The electrostatic gun sounds interesting, but I can't find a portable one for rent. Any ideas?

Have a guy on each side of the fence with those rollers, will make the job go by in about 1/3 the time. You'll see each others runs/drips.

I use a 3" or 4" roller to get everything I can, then come back with a brush to touch up what the roller couldn't get. Doesn't take very long.
