I have a roughly 12×20 patio and the concrete surface is spalling. It apparently has happened before because there was a skim coat added before we moved here 12 years ago (house built in 1974).
We only use this as a wide sidewalk to the back door and a place to park the grill, because we are not really patio people.
So I’m looking for a less expensive alternative to hammering it up and repouring a patio.
I have considered pavers, 12×12 patio blocks or just PT decking over sleepers. I would like it low enough so that I don’t need to install a railing and balusters.
Any other ideas?

There are several systems designed to go over old decks and the like to provide a new surface. Most add less than 2" of thickness.
But it might be worth it to price having the surface done by one of those commercial driveway resurfacing outfits -- could be just as cheap or cheaper.
Pavers or patio blocks will be much more long lasting than decking, and less maintenance.
