Paver/Tile Over Concrete In North

I have an in-ground fiberglass pool with the fiberglass coping exposed and want to but a tile or paver up to the coping to extend the coping and add aesthetics.  The deck is concrete and the fiberglass coping is about 1-1/2″ higher then the concrete deck.  The climate is the extremes of Michigan.  Any suggestions -Thanks!

    go to lawnsite.com and find the hardscape column, lot of good stuff there by some top notch pros.
